MAIN PURPOSE OF JOB


To manage the procurement function by developing Procurement Unit policies & procedures and strategies and ensure implementation and compliance with the stated P&Ps to enhance the efficiency of supply management while ensuring better profitability for the co through the necessary abundance of noncompliant purchases.


JOB OBJECTIVES


1. Develop departmental business plan while ensuring alignment of the same with the company’s strategic plans.


2. Oversee the procurement of requested materials and services through the issuance of the necessary POs and ensure it is in line with the defined the co. procurement procedures.


3. Identify alternative cost effective suppliers/vendors to keep procurement, logistics and other operational expenses within budget and to ensure optimum cost efficiency through saving on the set budget.


4. Coordinate with the legal team and respective departments to review and finalize the vendor contractual agreement in line with the set policies and procedures to safeguard of the co’s best interest.


5. Manage the tendering process and ensure alignment of the respective activities with the set policies & procedures.


6. Monitor the timely and efficient completion of all procurement processes and documentation in accord with the delegated authority to comply with the company approved procurement cycle and meets the commercial objectives.


7. Monitor the efficient delivery of Procurement services in order to ensure that purchase requisitions are processed efficiently at competitive terms to meet the end user specifications and requirements.


8. Develop and maintain durable relationships with suppliers in order to facilitate procurement transactions which meet the company objectives in contingent circumstances and maintain high levels of service to the end user.


9. Negotiate with Suppliers to get the best value for money and resolve any disputes that may arise to the best advantage of the company in order to achieve an amicable solution and settlement (whenever deemed necessary).


10. Liaise with the co sectors and departments to effectively respond to procurement requests and any internal queries in order to ensure smooth processing of all procurement activities and to provide value added contribution to the overall efficiency and effectiveness of the company.


11. Coordinate with other departments to understand purchasing requirement of supplies/goods and develop sourcing strategy for the same while maintaining vendors’ database.


12. Work to improve employee performance through personal coaching and identifying training and development needs.


13. Ensure Individual Development Plans (IDP) is completed for all staff in accordance with the co. Telecom policy.


14. Conduct annual performance appraisals (Performance Management System) and ensure set objectives are monitored and achieved.
