ROLE OVERVIEW The Construction Projects Secretary provides dedicated administrative and secretarial support to the Projects Manager and the Construction Projects Department. You will be the administrative backbone of the department, managing correspondence, scheduling, filing, and office coordination so that the engineering and site teams can stay focused on project delivery. Success in the first 12 months: a complete, well- organised document register for every live project; correspondence logged and actioned without delay; meetings scheduled, minuted, and followed up; and smooth procurement paperwork and document flow between the site, head office, and external parties. The role reports to the Projects Manager and is shared across all projects at department level. KEY RESPONSIBILITIES • Manage all incoming and outgoing departmental correspondence (letters, emails, memos, transmittals): log, distribute, and track each item to closure, and draft routine replies in Arabic and English for the Projects Manager’s review. • Maintain the Projects Manager’s and the department’s calendar: schedule meetings, site visits, and appointments with consultants, contractors, suppliers, and government bodies, and resolve scheduling conflicts early. • Coordinate department meetings end to end: prepare agendas, circulate invitations and supporting documents, take accurate minutes, and follow up action items with owners until they are closed. • Maintain the department’s physical and electronic filing system (SharePoint/OneDrive) for all project documents (drawings, contracts, submittals, approvals, invoices, correspondence) with consistent referencing and version control so that any document can be retrieved on demand. • Control the flow of documents between site offices, head office, and external parties (consultants, contractors, suppliers, and authorities): register transmittals, track submittals and approvals, and chase outstanding responses so that no item holds up the project programme. • Support the department’s procurement: prepare requests for quotation, tabulate supplier quotations for comparison, raise purchase requisitions, track purchase orders to delivery, and keep the supplier and contractor register up to date. • Manage office supplies and consumables for the department and site offices: monitor stock, raise orders within approved limits, and reconcile deliveries against invoices before passing them for payment. • Prepare, format, and proofread letters, reports, progress- report packs, presentations, and spreadsheets to a consistent professional standard in Arabic and English; handle printing, binding, courier, and notarisation or attestation of project documents as required. • Arrange logistics for site visits, inspections, and visiting consultants (access, transport, hospitality), and receive and direct visitors to the department. • Perform any other administrative task as directed by the management. REQUIREMENTS Essential (Must- Have) • Diploma or Bachelor’s degree in Business Administration, Office Management, Secretarial Studies, or a related field. • 5–10 years of secretarial/administrative work experience, including experience within an engineering, construction, or contracting business. • Proven experience supporting a Projects Manager or engineering department, with working familiarity with construction documentation (drawings, submittals, transmittals, RFIs, variation orders, contractor invoices). • Proficient in Microsoft Office (Word, Excel, Outlook, and PowerPoint) and comfortable working in SharePoint/OneDrive or a similar document- control system. • Strong organisational and multitasking abilities: able to manage the correspondence, filing, and deadlines of several projects at once with a high degree of accuracy. • Native (mother- tongue) fluency in Arabic and full professional fluency in English — must read, write, and speak both. • Ability to work under pressure, prioritise competing demands, and meet tight deadlines in a live project environment. • High level of discretion and confidentiality in handling commercial, contractual, and personnel information. • Currently based in Kuwait, with a transferable Article 18 residency where applicable. Preferred (Nice- to- Have) • Prior experience with a Kuwait- based contractor, consultant, or developer; familiarity with Kuwait Municipality, MEW, and other authority submission processes. • Hands- on experience with a document- control platform such as Aconex, Procore, or an equivalent system. • Experience in procurement or purchasing administration (RFQs, quotation comparisons, purchase- order tracking). • Advanced Excel skills and formal minute- taking or secretarial certification. • Valid Kuwait driving license.
