Job Purpose
Responsible for managing and tracking progress concerning IEPC’s overall strategic plan, and driving business decisions by providing the General Manager with strategy plans for various Business Units in line with the overall organizational strategy and developing planning studies and generating reports regarding new programs, plans, and regulations.
Key Roles and Responsibilities
Strategy Formulation
- Contribute to the formulation and implementation of the Business strategy plans to ensure alliance with IEPC’s needs and objectives.
- Define and develop the organization’s overall business strategic objectives and goals, cascading the same to respective Business Units, in line with the business direction.
- Monitor the implementation of the organization’s strategies to optimize the short, medium and long-term performance.
- Participate in the decision making, as a member of the management team, in developing the Vision and Mission of the Organization
- Ensure objectives are effectively communicated across the departments to ensure the creation of a line of sight between the Corporate Strategy and execution
Policies and Procedures
- Develop and ensure the implementation of the Planning Department’s established Policies & Procedures and comply with IEPC’s other policies.
- Administer prompt, fair and consistent corrective action for all violations of company policies, rules and procedures in coordination with the General Manager
Planning Activities
- Advise and collaborate with Division Directors and Department Managers to set measurable objectives, performance metrics and project plans to support IEPC and ensure all projects are delivered on time, on budget, on specification in compliance with IEPC’s Quality Standards.
- Ensure prior to any project initiation that all project resources, including manpower, raw materials and finances are in place and allocated for the specific project.
- Ensure the project is executed as per International Project Management Standards, objectives, plans, policies and procedures, including the following:
Ensure all projects are viable both contractually and economically for the benefit of IEPC.
Ensure all BOQ’s and all tender documents are correct and as per project needs.
Ensure all resources needed for each IEPC Project is pre-planned with all relevant departments, both internally and externally are deployed exactly when needed.
Ensure all IEPC projects are on budget and on time.
Ensure all IEPC Projects are in line with the technical specifications.
Ensure all Sub-Contractors are deployed as and when needed.
Ensure all Sub-Contractors deliver on time and on budget.
Ensure all payment terms of IEPC are viable and payments are received on time. - Monitor the operating results of all IEPC projects, compare them to established goals and objectives, and report results to the General Manager.
- Prepare a detailed plan and budget for all stages of the project and share it with the concerned departments.
- Contribute to the process of selecting and approving sub-contractors/suppliers for services and material.
- Review all developed Project Charter’s for all IEPC Project’s, in order to fulfill the requirements in line with the vision, mission and overall strategy of IEPC.
- Review and define the optimum organization structure for all IEPC’s projects and direct the development of the operational structures in conjunction with the relevant Stakeholders, ensuring that resources are available as per the project’s requirements.
- Lead and guide the Planning and Operations Teams in the planning, organizing, managing and controlling of various aspects of the project, in order to ensure that the project cycle is completed according to agreed project parameters – scope, budget, timeframe & quality.
- Oversee all on-site and off-site Sub-Contracting within the area assigned, including subcontractor’s work and inspect all work during Sub-Contract Period, resolving daily problems on site to ensure compliance with plans.
- Manage all Sub-Contracting elements and provide required guidance to ensure optimum productivity levels throughout the project lifecycle (Initiating, Planning, Executing, Controlling and Closing) which should cover the following (but is not limited):
o Project management planning
Cost management.
Time management.
Quality management.
Issues and risk management.
o Review and assess the project documentation (in coordination with required engineers if needed) to ensure the viability of the following:
Plans and blueprints.
Budget assigned to the project.
Execution duration.
Ability to read interprets Engineering drawings and specifications.
o Participate in pre-project meetings with sub-contractors in order to agree on the following (but is not limited to):
Project team members (team structure).
Overall project time-line and key milestones.
Progress meetings (weekly, bi-weekly, etc.).
Reporting protocols and forms to be utilized during the project phases.
Safety and security tools and techniques utilized in the site. - Review the daily reports submitted by various Project Stakeholders which detail day-to-day activities including, risks associated with the project, important verbal communications, external visits, production milestones, equipment checks and other related fields.
- Manage all submitted change requests by the Client and ensure that all Variation Orders are strictly adhered to and processed as and when needed.
- Conduct regular quality, safety and security checks within all Sub-Contracting sites in coordination with the Health & Safety Officer.
- Review and update any modifications on the Bill of Quantity and Bill of Materials for all IEPC Projects and approve the said updates prior to project initiation.
- Review and update any modifications to the project designs for all IEPC Projects, and approve the said updates prior to Project Initiation.
- Ensure that all updates to both BOQ and/or designs are fully reviewed from a financial aspect, Project Timeline aspect and resource aspect.
- Ensure that any variations during the Project Cycle which may have an impact to the overall project, are communicated to all Stakeholders, including the Client and Variation Orders are issued if necessary.
- Ensure that all relevant safety, quality and environmental procedures, instructions and controls are adhered to, so that the safety of employees, quality of products/services, and environmental compliance is guaranteed at all times.
- Work closely with the HSE Manager on improving the HSE Policies & Procedures as the best international practices, and ensure that state of the art technology is used to avoid and decrease accidents on sites.
- Provide extensive analysis of IEPC’s products & services from the customer’s point of view, and streamline cross departmental plans to address any shortfalls.
