1. Recommends and develops wide policies, regulations and practices related to personnel management;
2. Plans, implements and reviews departmental short- and long-term goals;
3. Directs employees engaged in collective bargaining and contract administration, recruitment and examinations, position classification and compensation administration, employee benefits, employee performance ratings, employee development, service awards and personnel records maintenance, and related activities;
4. Supervises the preparation of monthly and annual reports and budget estimates;
5. Advises the Manager on personnel trends and problems either verbally or in writing;
6. Makes special studies and prepares reports at the request of the Manager;
7. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
