Job Title/Designation: MANAGER-SITE (HSE)

Education Requirement: Minimum – Four years full time Bachelor’s degree in Engineering from a recognized university.
(The engineering fields for Bachelor`s degree shall be in Mechanical, Chemical, Petroleum or Civil)
Preferred – Diploma in Industrial Safety / Construction Safety from a recognized university / Institute
Experience Requirement: Minimum – 15 years of experience in Senior HSE roles on project sites in construction industry, including 10 years of minimum experience in similar role.
Preferred – Experience in Oil and Gas construction industry.
Salary Range – Min $ 3500 - Max $ 5200 (USD)
Job Purpose:
To manager site implementation of the ORGANISATION Health, Safety and Environment Management System (HSEMS) including both Occupational Health and Safety Assessment Series Standard (OHSAS 18001:2007) and Environmental Management System (ISO 14001:2015) and advice Project Management on all HSE matters.
Primary duties and responsibilities:
1. Ensure operational advice and support provided to all key staff involved in the HSE establishment and encourage pre-active conformance to the requirements.
2. Promote / encourage all personnel to strive for establishing adequate and effective controls in all areas under his control.
3. Ensure that all employees in areas under his control are aware of the HSEMS requirements pertaining to their role and work is completed in a safe manner.
4. Ensure compliance to ISO 14001:2015 and OHSAS 18001:2007 standards through regular site inspections and HSE performance audits as directed.
5. Ensure HSE training and safety awareness is delivered and that it is sufficient to manage the inherent risk in activities under his area of control.
6. Ensure compliance of company HSE policy to percolate understanding and implementation of policy at all levels and functions.
7. Provide training in HSE awareness, technical risk assessment techniques, safety talks internal audits, etc., as required.
8. Manage HSE internal audits as directed and manage closure of non-conformities.
9. Allocate HSE resources under his control to project needs as required ensuring all works progress safely.
10. Notify the CHSEM in a timely manner of all incidents and begin initial investigation report as soon as it is safe to do so.
11. Participate in incident investigations as directed.
12. Ensure effective delivery of the Weekly HSE Programme under his are of control is completed
13. Maintain HSE statistics on an on-going basis and ensure end of month HSE report is sent to Corporate HSE Coordinator by 5th of each month.
Knowledge, Skills and Abilities (KSA):
Excellent analytical skills
Able to be convincing, communicatively strong
Excellent training skills
Able to provide detailed audit reports, with relevant required preventive and corrective measures
Fluent English speaking and excellent report writing skills
should be a good team player
Qualified in implementation of OHSAS
Qualified in HSE practices
Technical Competencies:
Knowledge of OHSAS and ISO standards including preventive and corrective measures
In-depth knowledge of all materials & equipment’s used and potential hazards related to them
Knowledge of safety procedures and its implementation
Knowledge of safe work practices
Training on safety aspects
Hazard identification and executing mitigation measures
Knowledge of occupational hazards
Knowledge of work procedures
Knowledge of client safe work permits
Trainings & Certifications: Must have successfully completed two or more additional HSE Certification courses in NEBOSH / NEBOSH Diploma / Grad IOSH/ Certified Lead Auditor Course ISO 14001 / OHSAS 18001/Industrial Hygiene / Environment Management, Membership of an internationally recognized institution will be preferred
